With the newest GAMMA build I rushed through a simple loner play though to unlock and try an UNISG route again. On this UNISG play through, I ended up finding Expert tools on my third green stash, first in the northern zones (Limansk). I don’t even have the advanced tools yet and I’m about 8ish hours in.

I suggest looking in stashes in yantar, wild territory, darkscape, or army warehouses for the advanced toolkits. Search red forest and anything north of red forest for expert toolkits.
