Methinks it should be something like a 25% legend base drop rate, and after 4 completions with no rewards you will get one, guaranteed to be one you don't already have if applicable. Completing a legend lost sector without dying should increase your chances to 33%, but the safeguard remains the same.

So technically not impossible, but either it's somehow bugged, has some sort of hidden lockout mechanic, or you're full of shit. The last three clears only gave glimmer, whole others have cores and blue berry gear. He even got a flawless clear.
